Debra Hesford
Debra has over 25 years of experience working in a Social Care setting and managing children and family services. Debra has been inspecting children’s homes and short breaks settings now since 2013, Debra worked closely with the DfE, Ofsted and other partners whilst the standards were being drafted and finalised, then, alongside her colleague, she helped to support the roll out of the new standards to all Children’s home providers throughout England, this included national conferences, training, support and developing a Website where good practice, training and support articles could be accessed. Debra was already doing some inspections as well as her full-time AFC Management role, (Managing Intensive Family Support, Edge of Care & Parenting services), and became Consultant and Reg 44 Visitor in October 2016.
Debra has inspected a wide range of homes and providers, including Learning Difficulties, ESBD, CSE, ASD, and PSB, for children aged 6 to 25, in Local Authority, Charities and private provision settings. Debra is passionate about children’s wellbeing, their everyday experiences, being as close to living in a warm, loving family environment as possible and them being safeguarded to the highest standards. Debra is fully qualified up to level 5 Triple P Parenting Practitioner, in previous roles, she has delivered lots of parenting programmes. As a natural progression to supporting homes as a consultant and being a Reg 44 inspector, she has become an RI to give her the opportunity to work closer with homes to support and manage them to deliver best practice and the best outcomes for children and young people.
Rebecca Meehan
BA Hons, MSc, MCIPD.
Rebecca Meehan joined the Company in 2019 as Head of Human Resources, bringing with her extensive HR experience gained through a variety of sectors in large multinational blue chip organisations such as De La Rue and BAE and Lancashire County Council. Rebecca has a Degree in Business and MSc in Human Resources as well as being a Chartered member of the CIPD and Mental First Aider. Rebecca is responsible for leading the HR function at a strategic level, driving the people agenda across the company whilst maintaining a commercial focus and sight of the company’s overarching objective.

Steve Brown
Steve brings 16 years’ experience working with the most vulnerable and challenging children in the country. Steve has extensive experience across the children’s residential sector in senior management roles from larger national providers to smaller family run services as well as supporting new start up homes. Steve has a proven track record of opening and managing ‘good’ and ‘outstanding’ residential children’s homes and maintaining the highest levels of care for children and young people. A strong leader and strategic thinker with the ability to inspire and cultivate productive working relationships with employees and stakeholders. Steve has significant experience in developing and implementing organisational strategies and operational plans to deliver key objectives.
